Xanto was a human council member of the Galactic Empire. Over ten years, Xanto embezzled thousands of credits, although he kept only ten percent and gave the rest to members of the Imperial Court. Xanto was charged for his acts and brought to the ISB Office of Internal Review, where Sub-Administrator Sly Moore spoke with him and several others. The council member insisted that he was following long-standing tradition and that the matter would be cleared up with an appeal to Emperor Palpatine. Moore, who was secretly gathering Imperials dissatisfied with the Emperor for her Schism Imperial, executed the loyal Xanto and recruited the others to her cause.[2]
