Wotabarr was one of several individuals who signed their name in the book known as the Smuggler's Guide[1] at some point between 10 BBY and 3 ABY.[2] The signatures were located between an entry by the manumitted gladiator droid Stabinator, made following a slave uprising at the Grakkus Arena, and an entry by the smuggler Han Solo made at some point after 0 BBY. Solo's co-pilot Chewbacca had carried the book for several months before Solo wrote in it, and claimed that before he obtained it, the book had been passed around between various Wookiee warriors.[1]

Therefore, Wotabarr's signature in the in-universe book Smuggler's Guide must have been written between 10 BBY and 3 ABY, with Solo's second entry being written after 0 BBY.
