With all of the information the article has, I'd think it actually appears. Does the book only ever just mention it, or does it actually fall within the boundaries of what constitutes an appearance? I think you could cut the second paragraph down a little by removing the mention of Wexley and Bones, and just introduce Wesley as Rath Velus' companion when he spills the bottle. Right now, they're not very relevant to the article.
