Also per that article, I think you can date Rotta's emergence to simply around 27 BBY since it occurred five years before the events of TCW film, which Star Wars: Timelines dates to 22 BBY. The logic for the comic book's date placement seems fine, but Rotta's "birth" may not have occurred between those years as he was born shortly before the events of the comic.
