Volo was a captain in the Imperial Military who reported to Thorden, the Imperial Governor of the Outer Rim Territories moon Toshara. Volo was dispatched by Thorden to Fuel Station Visavi in orbit over Toshara to pick up an ensign who reported elements of corruption on the station[1] during or before 3 ABY.[2]
