Pablo says the Sith are not forbidden from finding crystals, in fact ANYONE can find crystals, its just that they can't find the ones that call to you. The crystals are colorless until bonded. Therefore the Sith don't have to steal a crystal from anyone. They just find it on their own and then during bonding, the crystals turn red.
