Upper Bloovatavia was a location which Lando Calrissian claimed had a Historical Reference Data Bank while he exaggerated during a conversation with the protocol droid C-3PO. The droid had not heard of Upper Bloovatavia before and took Calrissian literally, not understanding the exaggeration.[1]
Behind the scenes
Jason Fry, author of The Essential Atlas, stated that Upper Bloovatavia was excluded from the Atlas and subsequent system appendixes due to it being an imaginary place.[2]
