This unidentified individual was a Rodian who resided on the planet Muunilinst.[1]

In 0 ABY, the Rodian was a spectator of the podrace held on the planet Muunilinst. When the others were surprised that Luke Skywalker, a Human, was leading the race, the Rodian recalled that he's seen another Human perform a similar feat back on Tatooine.[1]
