Although this article is based on canonical information, the actual name of this subject is pure conjecture.

This individual was the Imperial governor of the planet Pandem Nai. After the 204th Imperial Fighter Wing's participation in Operation: Cinder was over, they fell back to Pandem Nai half expecting to find it overrun by local revolutionaries. When reaching Pandem Nai, however, Colonel Shakara Nuress was surprised that the governor had been able to maintain control of the world.[1]
