Tonkoss Rathba was a being who was dictator of Daluba. Leia Organa Solo had been involved in diplomacy with Rathba some time prior to the Osarian-Rhommamool conflict[2] in 25 ABY,[3] and she considered Rathba to be something of a tyrant. C-3PO compared Rathba to Icknya and Nom Anor.[2]
