The construction of power and governmental balance was a speech given by New Republic Chief of State Mon Mothma to the New Republic Senate. In the speech, Mothma recounted a common joke from her time in the Imperial Senate that said she was obsessed with trying to save the Galactic Empire from Emperor Sheev Palpatine.[1] In 35 ABY,[2] the historian Beaumont Kin mentioned the speech in[1] his[3] book The Rise and Fall of the Galactic Empire.[1]
