Radique is a Chiss. No question.
In the novel he appears in, although not overly or explicitly stated or mentioned it is clear that Iram Radique is a member of the people and species known as the Chiss. He most likely was born on the planet in the Unknown Regions, Csilla. I mean it is kninda obvious.
