Part of the Galactic Empire?

Should HoloNet News be considered an organization within the Galactic Empire, or an organization outside of it? It reports specifically on Imperial news and has a clear bias towards the Empire, and it seems to be the official source of news throughout the galaxy during the Dark Times. Is it actually within the Empire or merely a very biased and favoring organization outside of it? Cevan (talk) 21:19, November 11, 2014 (UTC)
