There is no evidence that force sensitivity is a concept in the current canon, in-fact both Rebels and TLJ imply that anyone can use the Force with enough training. All we know that the prequel Jedi (portrayed as ignorant and arrogant in TLJ) believed this but that doesn’t make it true, and the new canon appears to be moving past that

Dormant Force Sensitivity

Is there a reference for the last paragraph, regarding dormant force powers? It has no citations, and neither appearances or sources seem to have expanded to match the addition.

This article and the article "Force wielder" define the term "Force wielder" differently.
