Fanon?
Are you sure data holocrons are not fanon? If a holocron is activated, non-Forceusers can access it. That's not a different kind of device. I don't have time to reread Shadow Hunter and Cloak of Deception. I searched through Echos of the Jedi and have found only this:
If the heroes show excitement over the holocron, the Ugors demand, in exchange, either a sizeable sum (5,000 credits) or something precious to the heroes. If the characters acquire the holocron, they quickly realize that it’s a “holocron” in name only a cheap marketing ploy used to boost the appeal of everyday data cubes. If the Ugors allow the heroes to inspect the “holocron” before sealing the deal, a DC 25 Knowledge (technology) check reveals that it is fake. (page 8)
