Casualties

I was wondering, do you think that on the top template, "All Tuanul Villagers" should be listed as CIVILIAN casualties? I mean, Lor San Tekka and Poe Dameron were the ONLY ones who had actually crossed the First Order in any way besides resisting arrest. They were all just civilians.
