Soler was a male Twi'lek living on Makeb during the Galactic War. During the Conquest of Makeb in 3638 BBY he was a councilor to Mayor Erkens of the Tarlam City. After being rescued from an Isotope-5 droid by a Galactic Republic agent, Soler and Erkens asked their rescuer to cover the Tarlam shuttle pads with energy shields to prevent the Hutts from landing reinforcements.[1]
