Roogak was an Ithorian male who served as the captain of the Ithorian Herdship Galactic Horizon. At some point during galactic history, the Galactic Horizon hosted a peace conference, and Roogak's business associate Dayla Kev persuaded him to allow her to release several dangerous creatures aboard the ship during the event, as part of an attempt to seek revenge against ambassador Milac Troper.[1]
