Personnel carriers were inexpensive tracked or wheeled military or law enforcement transports, used by small or poor worlds that couldn't afford repulsorlifts and walkers.
The term referred to many models of groundcars used for the task. Usually simple and reliable, crewed by two (pilot and co-pilot), with a passenger capacity between 4 and 15 creatures (depending on the cargo space), no weapons, a cost of 3000 credits and some room for customization.
