Lieutenant P. Nelis was an enforcement officer on the planet Celen.[1]

In 19 BBY, he assisted Squad 40 from the 501st Legion in an operation to capture Jilam Kester. Despite observing Kester's hideout for a few days, Nellis and his colleagues were not able to account for Jedi Master Iri Camas's presence. Camas sacrificed himself to distract Squad 40, thereby allowing Kester to escape.[1]
