Norve-Gloss was a senator who served the Galactic Republic in the Galactic Senate and later the Galactic Empire in the Imperial Senate. During the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems, Norve-Gloss was part of the Delegation of 2,000.[1] Around 19 BBY,[2] when Senator Mon Mothma presented her ideas about new legislation she would propose titled the Imperial Rebirth Act, aimed at reducing Galactic Emperor Sheev Palpatine's power, Norve-Gloss initially had doubts about the bill but later helped Mothma gather support for it.[1]

Norve-Gloss appeared in in the 2025 novel Reign of the Empire: The Mask of Fear, written by Alexander Freed as the first installment of the Star Wars: Reign of the Empire trilogy.[1]
