Sometime between 22 BBY and 21 BBY,[2] during the Clone Wars between the Confederacy of Independent Systems and the Galactic Republic, the Confederacy and the InterGalactic Banking Clan signed a non-exclusivity pact that allowed the Banking Clan to continue financial operations with the Republic and raise the value of the CIS credit. Information on the pact was reported in the "Confederate Credits Gaining Equity" article of the 14:3:10 edition of the CIS Shadowfeed propaganda program.[1]

The non-exclusivity pact appeared in "CIS Shadowfeed Dispatch 14:3:10 Edition," an article written by Pablo Hidalgo as an in-universe news report in the sixty-sixth issue of the Star Wars Insider magazine issue,[1] published on March 4, 2003.[3]

Therefore, the signing of the non-exclusivity pact must have taken place sometime between 22 BBY and 21 BBY.
