Lotter

Lotter was a Grand Moff of the Galactic Empire who was responsible for enslaving the people of Vald before ordering their extermination shortly after the defeat of the Empire by the New Republic. The New Republic did not take word of Lotter's genocide lightly and so sent a group of individuals to track Lotter down, though Lotter had long since fled, leaving behind only whispered rumors.^[1]
