A treaty existed between the Galactic Empire and the planet Mon Cala. When the Empire attacked the planet, King Lee-Char contacted Imperial Governor Wilhuff Tarkin and claimed the attack was unwarranted and in violation of Mon Cala's treaty with the Empire. Tarkin disagreed, however, claiming that the assassination of ambassador Telvar was enough to warrant Imperial interference.[1]
