The Free Trade Petition was a document drafted by the Trade Federation in order to lift Senate Resolution BR-0371 and stop the taxation of the Free Trade Zone so the Federation could continue their militarization.

Behind the scenes

Most likely this was part of the "treaty" that Viceroy Gunray wanted the Queen to sign, along with her making Naboo a Federation protectorate, thus allowing their troops' presence.
