The eugenics program was a genetics project maintained by the reconstituted Sith Empire that produced Watchers, highly intelligent supervisory operatives for Imperial Intelligence. Watcher Two and Watcher Seven were among the Watchers produced by the program; subjects were the result of generations of selective breeding, mental programming, and mental improvements.
