Some Force-sensitives were able to enhance the Force powers of those with weaker connections to the Force. A reborn Palpatine performed dark side rituals to empower his Dark Side Elite, occurrences which created a disturbance that could be felt around the galaxy.
Behind the scenes
It is unknown how this ritual fits in the fact of midi-chlorians as this use of the Force was first created in 1991, eight years before midi-chlorians were introduced in The Phantom Menace. However, as explained in the writings Darth Sidious obtained from his master, it would be possible to increase the midi-chlorian count of living beings via the application of the Force.[2] Further evidence of this is during Chapter 24 of the novel Darth Plagueis, the book refers to Plagueis having an increased midi-chlorian count while in a section surrounding Plagueis's manipulation of the midi-chlorians. Implying that Plagueis had found a way to increase his own midi-chlorian count, but considering the context of the scene he presumably performed the technique through midi-chlorian manipulation.[3]
