Ekam Ouwray was the second Imperial Governor of the Outer Rim Territories planet Indu San. He was a New Order fanatic, which resulted in a rebellion of the planet's populace. Ouwray fled the planet, which was liberated by the New Republic. Kaleb Darme was his bodyguard.[1]
