Star Wars: Episode II Attack of the Clones establishes that clone troopers were created ten years earlier, and since Star Wars: Galactic Atlas places the events of Star Wars: Episode II Attack of the Clones in 22 BBY, the Clone Army Manual must've been created during or after 32 BBY. Star Wars: Galactic Atlas also places Order 66 in 19 BBY, meaning that the Clone Army Manual must've been created between those two years.
