Chivolney was a bureaucrat in service of the Galactic Empire.[1] Around 19 BBY,[2] shortly after the end of the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems and the ensuing rise of the Empire, Chivolney was considered a mid-level bureaucrat by Imperial Intelligence operative Haki Zeophrine. When Zeophrine's temporary ally Senator Bail Organa reiterated his desire to prove the innocence of the Jedi Order to the galaxy after they were purged by Emperor Sheev Palpatine, Zeophrine told Organa that the most change he could hope for was the Emperor blaming bureaucrats like Armand Isard or Chivolney and forcing them to resign.[1]

Chivolney was mentioned in the 2025 novel Reign of the Empire: The Mask of Fear, written by Alexander Freed as the first installment of the Star Wars: Reign of the Empire trilogy.[1]
