Ayelowa Kefarra was an individual who was the chief justice of the Galactic Empire[1] by 19 BBY.[2] She had been appointed to that position by Galactic Emperor Sheev Palpatine. Senator Bail Prestor Organa of Alderaan planned to have former Confederacy of Independent Systems operative Soujen Vak-Nhalis testify in front of Kefarra on Coruscant about the lies spread by the Empire regarding the Jedi Order.[1]

Even though Kefarra was appointed by Palpatine, Organa considered her to be a faithful judge who would not deny facts when they were shown to her and Organa believed that she would and make sure that there was an unimpeachable record of everything.[1]
