I find it very ironic how the Jedi were willing to let Kota into the Order when he was eighteen freaking years old but initially refuse to accept Anakin when he was nine.
Also, I have a theory. Kota was officially stated to have trained under the watchful eye of Grand Master Yoda. Since Mace Windu was the one to recruit Kota on his war-torn homeworld, it’s likely that Mace also had a hand in Kota’s Jedi training. This would made sense considering that Kota was a confirmed practitioner of Juyo and Windu was the current reigning master of Form VII.

This is very tricky. During the Clone Wars, Plo Koon debatably bested Asajj Ventress whilst sporting a broken arm and held his own against the Nightbrother Savage Oppress. He’s also said to be one of the very few Jedi who could defeat Grand Master Yoda in a duel, even though we never saw the fight take place.
In Legends, Shaak Ti was one of only a few Jedi to survive multiple encounters with General Grevious, single-handedly took on a group of IG-100 Magnaguards, survived an encounter with Knightfall Darth Vader, and nearly defeated Galen Marek on Felucia.

Cal Kestis’ notable accomplishments were defeating the Second Sister on Nur, killing the Ninth Sister on Coruscant, and defeating the fallen Jedi Taron Malicos, Degan Gara and Bode Akuna (albeit with assistance).
As for Rey, she took on and defeated a few Elite Praetorian Guards and bested the more experienced Kylo Ren twice (albeit through circumstance rather than skill).
Ultimately, I picked Cal Kestis. His ability to contend with and defeat such formidable opponents with his limited Jedi training is a testament to his capabilities as a combatant. Though at the same time, I believe Shaak Ti should also be praised by her feats as well.

Yes, brother and sister. And I’d say their strength in the dark side of the Force is also comparable
