Second Sister is the obvious answer for a lot of people I think, and is for me, at least on this poll. If we are including every Inquisitor ever, I'd say Jerec would be interesting to bring back, see how his return would affect things, especially if he regains the power of the Valley of the Jedi.
I haven't put this on the concussion grenade talk page as I'm unsure as to whether this is even the case, and I'd rather not put out a question on there, especially with no source. (If this should be put on the talk page I'll move this onto the Legends concussion grenade talk page.) However, I think I've got a Mandela effect going on as I seem to remember concussion grenades could impair a Force User's ability to use the Force, but I can't remember the source for this. It might have been the KOTOR games? I think Force Scream's description in KOTOR 2 said it functioned like a concussion grenade and could disable force abilities, so maybe that's where I'm remembering it from? Either way, I'm posting this as I want to make sure I'm not having a Mandela effect, and also I'm intrigued to know if concussion grenades can impair a Force Users ability to use the Force? If so, I'd be doubly interested to hear the source.
A good theory. But I'd disagree about the Grand Inquisitor. At least in Rebels he never actually lost a fight given Kanan and Ezra always fled or distracted him with a greater threat. And even in that final duel, it was technically the Force that defeated him, not Kanan, as confirmed by Kanan's voice actor in First Order Transmission #197 where he says:
"That's where Force takes over, not the Jedi. The Force takes over. Kanan vs the Grand Inquisitor, that's Kanan releasing his fear and his attachment, and sort of being like water. This is a Force overpowering moment. So for that moment between the two of them, that's a force explosion. Kanan isn't controlling that, that's the Force dictating what's going to happen to him."
Though most stuff outside of Rebels does portray TGI much weaker. But despite that, it doesn't exactly mean the Grand Inquisitor is the strongest Inquisitor. In the Legends continuity it definitely seemed quite a few of the High Inquisitors were more powerful than the current Grand Inquisitor. Jerec and Tremayne are the obvious examples. Though this does just come from there being a lack of information of the Grand/Head Inquisitors of the old continuity. Either way though, it does mean the same could be true Canon. Prossett Dibs the Tenth Brother was a Jedi Master before becoming an Inquisitor and from what I've heard he held his own against Windu. Marrok was quite the challenge for Ahsoka as well. Unless it gets confirmed though I will not for a second believe Marrok is Nightsister enhanced. I'm personally on the belief that he might be a Filar-Nitzen.

Decided to do this "What if" take on Plagueis being Emperor, but it does also double as Palpatine in Sith gear standing next to Plagueis.. Hopefully this doesn't inflict on the "Fan Fiction" rule. I am very pleased with Palpatine's likeness especially, though I could've made his head less square.
Here's a quick Solitus drawing I did back when the second season of Rebuild the Galaxy came out. Definitely could've made his head a bit better, but ah well.
As a massive Inquisitor fan, it definitely does hurt me when they are just disposed of as easily as they are. They are the Empire's elite Jedi Hunters, and with the exception of a few Inquisitors such as Grand Inquisitor, or Prossett Dibs, they just can't hold their own against anyone above Padawan level. Sure, Rebels didn't treat them the best, but Kanan and Ezra always fled or surrendered rather than being defeated by them. Even Kanan beating the Grand Inquisitor has been explained away by Kanan's voice actor as the Force taking over Kanan in that moment, so even then, it isn't technically Kanan's victory, it's the Forces.
Contrary to what many say, Legends Inquisitor's weren't much better, but they at least they had stories or moments where they weren't just powerful and scary, it was emphasized they were powerful and scary. I think one of the best examples of this is the story the Longest Fall where High Inquisitor Tremayne is talked about as if he is this mystical figure, where the passing mention of his name can silence an entire room of Imperials.
Despite Disney's struggles on their villains though, it hasn't been all bad. The Stranger as his Sith identity in his first proper scene outside of cameo's proved his worth as a threat early on in Episode 5 of the Acolyte, and we really do get see how Sol struggles just as much against him as the Stranger struggles against Sol. And then Episode 7 comes around and Sol is in an emotional disaster, possibly tapping into the dark side, which does at least add some reason as to why Qimir was struggling in their rematch. At least to me, that fight felt much more transitional in a power difference for some reason.
Jod Na Nawood was also quite intriguing and you still can't quite figure him out. In some of the episodes he definitely appears to care for the kids, while in the later ones where he is back to his Silvo self, he has little regard, and it is tough to tell where exactly he stands on stuff like that.
And we of course can't forget Baylan Skoll. Immediately captivating by Ray Stevenson's performance, mysterious, and on more than one occasion proved why he was a threat. Even once Ahsoka had recovered from her depression which magically made her a better fighter she couldn't defeat him.
Now I haven't watched Andor, but from what I've heard it is a good show, and apparently Dedra is pretty good in it as well as Krennic.
I'd say Disney has treated their villains in a mixed way. Some are good (Baylan, Qimir, etc), others are badly treated, with some of badly treated ones having great potentional (Hux, Snoke, etc), and others are just mid, maybe leaning to one direction or the other (Inquisitors, etc).

Nice list. I suppose I'll share my own Star Wars list, but with some alterations.
Favourite character: Kreia
Favourite underrated character: Tough choice. High Inquisitors Tremayne, Jerec, and Adalric Brandl are close, but so is Margrave Juro. And I don't know if this counts as underrated, but Plagueis is definitely my second favourite.
Favourite movie: Return of the Jedi
Favourite show: The Freemaker Adventures
Favourite book: Darth Plagueis.
Trying to place the other books are tough though. (I'll include the comics, short stories, and webstrips into that as well.)
The Dark Forces books were pretty good. I do think perhaps Jedi Knight didn't fully satisfy on the Kyle Katarn and Jan Ors romance that was set up at the end of Rebel Agent though. But if you want to experience Dark Forces: Jedi Knight II without playing the game and instead reading it, I can't recommend these books enough. Soldier for the Empire is by far the most skippable, it is pretty much just gives Kyle Katarn a backstory and adapts the first mission of the first game. it is the next two books that adapt the second game.
Dark Vendetta is great, and the Longest Fall is fabulous. I highly suggest reading the Longest Fall, Tremayne hardly appears in it, but he is the focal point of the story, and it is by far the best portrayal of his character. He seems nearly, if not more intimidating than Vader in that story.
The Evasive Action webstrips are mixed. The first two were good, then Prey kinda messed it up, and Endgame salvaged what it could, but tripped and didn't exactly do great in saving it.
The Final Exit and Uhl Eharl Khoehng was great. I still need to read Betrayal by Knight and Emanations of Darkness to finish the Brandl storyline though. Some day.
SkyeWalkers was also a good short thing to consume. Well, at least short for me as I like to go through a whole chapter in one go when reading fiction. I do prefer the Jedi Knights characterisation of Atha Prime/Zeta Magnus, but the SkyeWalkers one is good too.
Therefore I am: The Tale of IG-88 is definitely next on my list once I finish Railway Adventure or I feel ready to go through it.

While reading Plagueis back in September I did quite a lot of art. (Mainly doing them to help motivate me to finish the book.) So here they are. This will be quite a long post.
1: This is Plagueis Vs Venamis, and yeah, it ain't great. This was from before reading the book and I kept listening to Plagueis vs Venamis. This was still around the time I was awful at drawing.
2: Now before I read it I did a piece on Plagueis himself based on his miniatures figure and card.
3: Onto the ones I did while reading. Here is Plagueis and Palpatine in the opening scene from the book in the prologue. I'm quite pleased with how this turned out.
4: Once I finished Chapter 1 I drew Plagueis's wearing his enviroment suit from the chapter. I am very pleased with his face.
5: Much simpler, Plagueis travelling in Chapter 2.
6: Here is what I did for Chapter 3. Probably one of the worst ones I did while reading the book, the Woebegone. Honestly looks way more like a fish, especially with the windshield at the bottom looking like a mouth,
7: Here is what I did for Chapter 4, again this is probably one of the worst ones. Plagueis doesn't really look like Plagueis. I think the best part about it is the Zabrak that I can't remember the name of.
8: This one is one I am very happy with, for Chapter 5 I did 11-4D. Now it is only clarified in the second hald of Part Three in the book that 11-4D has something like four or eight arms rather than six, but given his hands are modular, I don't see why his arms can't be either. I also decided to make his neck his vocabulator as why not? Makes a nice change from it being near the mouth
9: Now here is the much better Plagueis vs Venamis I did. Still not great, but compared to the first this is much better. If I have one overall problem, it is probably that the lightsabers look look like swords.
10: At this point I pretty much stopped drawing and started fully focusing on reading, but I did do the occasional pieces on chapters here for example is another portrait of Plagueis based on his described look in Chapter 23. I also went freelance with the transpirator here making it fit the injuries I envisioned him receiving while still fitting the described transpirator and the one shown on the miniatures figure. It was just natural to make it so he has a metal plate covering his missing jaw and neck. I am very happy with how this turned out, though I did just reuse the previous Plagueis portrait I did and modify it. Also around this point I stated experimenting with colour. But nothing extreme like my Sutekh one I'd do later on. (Sutekh gave me more than one firsts in my drawings, such as full colour, shading, and backgrounds.)
11: This is another one of the rough ones I did. I think it is fine, but definitely could've been better. This was really the first time I was drawing a proper up close pose that you'd have to believe was animated, and it wasn't best, but it was fine.
12: Here is my interpretation of Tenebrous and Venamis. As stated by Tenebrous in the book the Sith no longer wear armour and instead wear robes. And nowhere is it made clear if Tenebrous actually needed a transpirator to survive, so I designed him like this. He and Venamis do look a little goofy given how flat their faces look, but I am still quite proud of they turned out. And if you look closely at Tenebrous, you'll notice he has the same cloak buckle that Palpatine would wear during his time as Emperor and during the clone wars under his identity of "Darth Sidious".
Venamis I don't have a whole lot to say on. I already had known what I envisioned him as--wearing a boiler suit and black coat--going into the book.
13: Here is the same thing I had done for Tenebrous and Venamis but instead with the Maladians impersonating the Encanted Circle. By this point I think had finished the book, but I was still drawing some stuff from it. I had actually forgotten I did this. However, looking at it now I realise I didn't actually give a back to the cloaks if you look at their legs. Whoopsie!
14: Again, yet another Maladian fight scene, this one turned out much better, and was also much simpler to do. Plagueis is looking his best outside of the portraits and prologue pieces I did with him. The atomised Maladians can be quite hard to spot at times outside of the raw file from what I've found. The running Maladian does also look a little goofy with how his cloak is flowing, I still need to figure that out. Overall I am very pleased with this.
And that is all the pieces I did for Plagueis. I may do more in the future, only time will show.
So I've drawn Zeta Magnus a couple times, so here is all three pieces.
1: So here is the most recent one I did today, Zeta Magnus in the 2003 CW art style. First time trying to replicate it. I do think the edges are a bit too soft, and his build should be much bigger. But I think it is good.
2: Next here is one I did of Atha Prime vs Zeta Magnus. The two look very two dimensional and the way the capes flow around the arms is not at all pleasing to look at. But for I think it is fine.
3: Lastly is the first one I did, and the only one based directly on a scene from SkyeWalkers. I did this while I was reading the book, and it is from the end of first chapter. Compared to the others, it isn't the greatest, and one mistake I did that I didn't realise until it was too late was giving him a coat rather than a cape.

I haven't personally gone through the Dark Nest books (I tend to be more interested in the books featuring certain characters that I am taking an interest in) but from what I've heard from the Vong, that would also certainly be a great choice. Doesn't feel too out there either considering they almost appeared in Clone Wars.
As for the Rakata, I am sceptical. By the end of the Old Republic I'm fairly sure they had gone extinct, but you never know. And this is Canon, if they want to change a detail from Legends then by all means they can. There was that one comic in the Star Wars (2015) #48 where a Rakata appeared that was meant to be a Mon Calamari. (That is canonically a Mon Calamari, so that is a different case.)
Now I am a Doctor Who fan in addition to a Star Wars fan, so about two or three weeks back I thought about what Sutekh would look like if he was a Sith Lord. So I drew him as a Sith and did two versions, one where Sutekh is textured (second image) and one where he isn't (first image). Not the greatest piece of art, but drawing has been a recent hobby, and I don't think it is too shabby, especially compared to some of my earlier works. (The ridiculously disproportionate body parts still haunt me to this day.)
I set this on Korriban alongside having him entering a tomb. It was unintentional, but the coincidence is quite fitting considering he was trapped inside a tomb in Pyramids of Mars.
For his lightsaber I based it on Plagueis's lightsaber pike on his black series figure where it can be detached from the staff. The actual hilt design is a bit of a hodge podge of hilts. The pommel is from Plagueis, the switch box is from Obi-Wan and Luke's hilts, the opening is similar to Palpatine, while the emitter is based on the ball cap on Sutekh's helmet.
Quite luckily, the lore given for Sutekh in the prologue for the Pyramids of Mars novelisaiton is pretty much entirely transferable to the Star Wars lore with almost no rewrites. I don't think Pyramids of Mars could work though, nor could the Legend of Ruby Sunday or Empire of Death, at least not without absolutely massive rewrites that I'm not all that interested in doing.
