I am aware that her design is primarily based off concept art from Attack of the Clones that never made it into the film. So, in terms of personality and traits, who was it that wrote her originally? Tartakovsky, Ostrander?

Looks like her first appearance was in the Mace Windu one-shot from February 2003. She first appeared in the Tartakovsky micro-series later that same year, though the idea for and production of the micro-series predates Ostrander introducing the character. I think credit can be given to both, but Ostrander and Duursema did much more in terms of developing her character in their run.
