I was never sure about that. I always got the impression that a bit on the side was probably sort of ignored but I'm not sure about kids and marriage. It's kind of a full on breach of the attachment rule to do that.

In Jedi Lost Dooku kept something as harmless as contact with his sister secret so if that is something Jedi feel they need to hide, I feel like romantic engagements would be very much frowned upon.

I remember a discussion long ago where the general consensus was that Jedi could not fall in love because that would be having attachments, but that one night hookups were okay.

Thus, there might be some Jedi out there who could have sired kids all over the galaxy that way.
