Well, if you count the Solo Movie, that also doesn`t start over a planet.
Arguable/technically, Empire Strikes Back doesn't either. The Star Destroyer launching probes isn't shown to be over a planet. We don't know how far that probe travelled before reaching Hoth. At best the SD was in the Hoth system.
Agree with SPG there. ESB starts above neither planet nor moon.
Technically ROTJ starts above one of the moons of Endor, which orbits a planet.
That is true never realized that
