Rampart is getting a redemption arc from what I can see so he'd inevitably be less evil than the completely irredeemable Royce Hemlock. The Josef Mengele of Star Wars. It's good to have pure evil villains in an age where anti heroes and sympathetic backstories are a thing.

I actually don't think Rampart will get redeemed. He seems like the type to betray The Bad Batch and go a different direction.

Dr. Hemlock's despicable torture of the clones makes Vice Admiral Rampart's acts become nothing. It doesn't help that Rampart is just following orders. Regardless, he doesn't look like he'll redeem himself.

@UxasFiregod12 I think his loyalty to the Empire's cause is legitimate because he is seemingly working to develop Emperor Palpatine's afterlife and is polite to other officials like Tarkin. He also generously gave Emerie the title of chief scientist. Those are his redeeming qualities, albeit relatively minor.

Rampart was basically a mini dictator, killing politicians who disagreed with him, killing his troops that report his misdoings, and sweeping planet wide destruction under the rug, however he was building an entirely new government and a lot of it is just sloppy means to an end he believes in. Hemlock is pure evil, like he could be a bond villain, he literally held a child for ransom just to get some extra work out of a captive scientist. He committed several human rights violations basically daily, and for that extra touch has a glove on his hand to make him all the more an asshole. Imagine being to the point where you not only have the power to control an entire base of clone commandos, but have them guard their brothers in prison all day, that is evil.
