Darth Maul wasn't even in Clone Wars. And Palpatine/Sidious barely showed up. I'd replace those three slots with Durge, Sora Bulq and Alto Stratus. Though I'd still vote for Ventress. Her menacing personality and personal enmity with Kenobi both make her stand out. But what really pushes her to the top is her backstory and great writing which makes her three-dimensional and occasionally even sympathetic, without having any sort of redemption. And then Filoni got his hands on her and completely ruined the character.

I hope their trolling. Plus in TCW sidious vs maul and savage was so cool. Maul was a huge deal in TCW and was a top tier villain. They took a pretty good character in the phantom menace to a GOATED CHARCTER IN CLONE WARS. also let’s not forgot about REBELS MAUL he was amazing to. They took maul and made him perfect from TCW and in rebels. They did the same with Ashoka

^^^True, I really like mauls voice actor Sam Witwer. at first I didn't really like nor care about how maul died in rebels, but after listening to him explain it, it made it one of my favorite scenes in the show.
