(haven't watched clone wars or bad batch might someday though so I am not drawing any lore from them in this statement. just the movies)
Anakin's arc in the terms of him going to the dark side looking back (haven't seen that movie in a while) it is a bit fast paced, like making him unsure untill the third act then all of a sudden he is evil (at least it is better then Rey's)
Luke's is much better paced over the three films, slowly drawing to a conlusion, were his final test is to resist his temptations of killing his father
Yes it was fast paced for sure but AOTC and TCW do show him gradually turning darker but i agree it was wayyy too fast paced in ROTS! But i still prefer his even though i also like Luke's
While I am more accepting of Luke being a hopeless hermit in TLJ, which I guess is an expansion to what was implied earlier in TFA, I also acknowledge it not being the "best" storytelling. Partly due to my personal belief that the Sequel Trilogy is indeed the weakest of the Saga thus far.
Either way, my vote goes to Anakin Skywalker/Darth Vader, who is the Chosen One. The only reason one can't consider this is because the Sequels rectonned things by having Palpatine return with no in-depth explanation on if or why the prophecy was reversed...but I digress. I also agree with the opinion that Luke's story in the Original Trilogy was better paced than Anakin's in the Prequel Trilogy, despite Revenge of the Sith being my favorite of the saga. But of course, there is Empire Strikes Back, where Lord Vader is supreme.
As much of a Luke fan as I am, I gotta give this one to Ani because his character had a lot of development in a lot of media. More so than Luke, even.
Furthermore, they turned Luke into a crazy old man yelling at the kids to get off his lawn.... in that .... film which shall remain nameless. That was no fun.

Because it shows him being a hero, rise to the Dark Side and how he was able to redeem himself
Anakin has more plot armor than Luke, so it makes sense why he won.
Luke because he actually understands what it means to be a rebel and lose faith and run away. Anakin not that much expect for some of the darth Vader and worrying about the future
Does anyone understand the last Jedi, oh wait no they rather take opinions from someone else
