This is so obvious! It's clearly a mutant version of a Frog-dog/Kowakian monkey-lizard hybrid, more specifically an irradiated force-sensitive clone made primarily from the genetic makeup of Salacious B. Crumb and Buboicullaar, possessed by the ghost of Jabba Desilijic Tiure after he was killed and his soul wandered Tatooine looking for a body to inhabit. This is clearly a picture of him in this body after he went back in time through the World Between Worlds to prevent his criminal empire from collapsing. This is obviously a picture of him 899 years after his arrival in 896 BBY, near the end of this mutant clone's lifespan, after which a stable time-loop is created, as he ends up putting in motion the events which lead to his own death and the fall of his criminal empire. Short Answer, this is obviously Yoda.
