We’ve seen in several comics, novels, tv shows and movies that Darth Vader lives to kill at his leisure. He doesn’t need an excuse, he’ll kill you even if you’re cooperating with his will and his dictatorship. He would sooner kill the majority of living beings in the galaxy before he would rule over a galaxy thriving with life.

That's why Thrawn's brief rule as emperor was so effective (bringing back the Dark Force, cloning a whole army and placing Coruscant under a siege)- he killed his own men for their incompetence, but he also rewarded them for their ingenuity. He balanced his cruelty and ruthlessness with reason and logic, earning the respect of his allies and the fear of his enemies at the same time. ^Indeed. Thrawn has a ruthless side but like Sidious before him, he was calculating and patient. Thrawn knew how to maintain power and scare the daylights out of those who deserved it but he also respected those that were both loyal to him and produced results. Vader while calculating was still a ruthless killing machine, I mean look at what he did to the Inquisitors in his canon comics. He’s force choked so many imperial officers to death it should be a drinking game 😂

No Vader is an enforcer that’s his role with Palpatine he doesn’t have the necessary tools to navigate Imperial politics he’d probably kill all dissenting forces.
Which would then result in many assassinations attempts against him and I believe at least one would be successful.
The Emperor for all intents and purposes is way more cordial and calculating then Vader and Tarkin did most of the work anyway for 20 years.
Vader destroys his enemies, he doesn't strengthen the Empire. He wouldn't be able to perform the job of emperor without a war to fight
Vader doesn't have the long term vision needed to rule an empire

I believe that Anakin being the chosen one could have risen to power as Empire
Vader's a solid figurehead
But owing to several issues he's not an effective governer
Chief among them the fact his bar for acceptable failure is very very tight
Failure to conform with his arguably overly exacting standards just gets you killed
In a battle that's fine, and to some degree expected
In peacetime? It's completely nonsensical
