The lore says you have to beat the previous owner in combat. Any other way is legitimate. So that means whoever beats Palps in combat gets it. And that'd be Rey.

Well, considering I didn’t see it in possession of any of these characters other than Maul, unless the rest of these guys sue for the possessions of the vanquished, I’d say it stayed with Maul until it was acquired by Sabine Wren and with Maul’s passing became essentially up for grabs.
