As someone whose dark side main was Darth Nox, it most definitely is him lol. The number of times you could zap some poor sod to death for quick Dark Side points were beyond counting (with even an early bit to join “in on the fun”). Plus enslaving four Sith spirits to amplify his power was a nice touch. The Wrath became a weapon of the Sith Empire that seemed to answer to the Dark Council. The bounty hunter’s coolest triumph was killing the Supreme Chancellor (or you could turn the tables on Darth Tormen and scrape him off your boot like the dog poop he was). Never got the chance to play the agent though.
I don’t care for the sith in swtor maybe two or three maybe four only Malak revan and darth Malgus nihlus

Also it's not like the wrath hasn't brutally murdered people they didn't have to, a lack of autonomy didn't cause a lack of cruelty, though I still think Nox probably wins
The agent was my last one to tackle after I did the trooper. But circumstances of life prevented me from finishing that task much to my dismay. I have heard some shenanigans of epic proportions happened in that story making me regret going for the trooper first lol.
The Hero of Tython was my true main and favorite campaign, and I got a tad preoccupied with a LOT of that endgame content on that one lol. Plus I was a better tank than a healer (oh boy did I make some people angry there 😬) or dps for the flashpoints and ops so that had a hand to play too lol
