I would love to have a series with Darth Plageous training Palpatine and Palpatine killing him. I think they need to stick close to Legends material as well.

May as well enjoy the Legends material as-is, because the Darth Plageuis novel covers all your criteria.
It covers a very expansive timeline, so a television series wouldn’t make much sense, since it would likely retread the same ground and be effectively redundant.
