None of them are that good, that I know of. Trade Federation isn't a government, Separatists had some good aspects but were pretty much controlled by the Sith, the Republic, New Republic (canon) and Empire are self explanatory. I don't know much about the Old Republic. The legends New Republic seems fine

Legends New Republic does the best.

This is kinda a weird poll, since they all had different flaws and purposes but here's the way I see it:

The Galactic Republic - out of all the most well known government systems in the Star Wars universe, the Old Republic is one of the best. They survived thousands of years, winning the Sith Wars, and Mandalorian Wars, and more. They only fell when a Sith Lord worked his way up to the very top and turned the Jedi against each other.

The Old Republic - the Old Republic is actually the same as the Galactic Republic, though you may be thinking about the era.

The Empire - Most of pretty much all the entire Star Wars Canon kind of gives the Empire a really bad rap and they're portrayed as the main bad guys and everything, but a lot of times all of the good aspects are kind of covered over, it's very unlike me but it's kind of important that you recognize some of the good things the Empire has done. Even though they did enslave and destroy a whole bunch of planets, they also gave thousands of people jobs and restored order on countless planets, and it may not have been the best order, but it was still order.

The New Republic - I have so many problems with this government...

This government system only lasted 30ish years. Why? They were extremely diplomatic and they thought they could solve everything without violence and they completely ignore the fact that the First Order was building a massive army right under their nose. They payed a very heavy price for this mistake.

The Confederacy of Independence Systems - This government was created by members of the Republic who wanted to break away. Because of this, the Separatist Parliament was made up of good people. It was only the people behind the Parliament who were corrupt, but ended up getting all the power, giving the CIS a bad rap.

The Trade Federation - This isn't a government system.
