Cliegg Lars is the guy who married his mother, Owen is his son, Beru is Owen's girlfriend, they are strangers to each other. The only linkage between them was Shmi, and she died. He simply wasn't interested in knowing them or explore a relationship with them. I don't think it's weird at all.

Well, technically speaking, as a Jedi, he's not supposed to have emotional attachments. Nevermind the fact that he already violated that in secret with Padmé, to do so openly with complete strangers to him..... well I couldn't intentionally do that. Even if he tried to that in secret too, well, again strangers. It could be said that he acted as a Jedi should, with emotional detachment to everyone except Padmé, Shmi, and Ahsoka.

Well after Attack of the Clones, he got married to Padme then he was headed down the path to the Dark Side around the time of Episode III, so he didn't have time to bond with them

In addition his mother died on that planet, so going back there would bring back bad memories for him
