I thought this hologram was created right before Episode 2 as some type of training that Obi had him do - he looks IMO a little younger then he did in the Clone Wars.

And he doesn't "name drop" Ahsoka in the Hologram (if memory serves) he could be talking to anyone

I always assumed it was just some training attire or something, it’s not that deep.
