I think it's really hard to apply real world economics since they don't seem to even experience inflation, even though that would happen after a new government took over.

Put it in perspective. Building an expensive wall will cost some money. Building a space station/weapon that people - when they roll up on it - mistake it for a moon, will cost a significant amount more. No one wants to be the guy that let the space wall fall and all the immigrants in to take their imperial jobs.
