37 is killing civilians 66 was the jedi who could defend themselves
Order 37 because it dealt with civilians who didn't deserve their capture and 66 dealt with a dogmatic Jedi order who kinda deserved it.
Think you were a Jedi and you need to deal with 10k clone troopers would you be able to survive?
Order 37 has the possibility to be a lot more dangerous, at the most 66 can kill 10,000 people, 37 could kill billions of innocent civilians. If people have the option, they will take it. Don’t expect them to show mercy 100% of the time. Imo, no matter who you’re looking for, there are going to be many better options then massacring everyone
Both are horrible and slaughter innocent people.
And, by the way, Order 66 also included younglings and padawans who barely started their training. So, not every Jedi had automatically a chance of defending themselves. And even then - if the amount of clones was overwhelming, the advantage of being a trained force sensitive might not suffice

I feel like both of them are significantly horrendous, because one includes mass genocide, while the other involves taking innocent hostages to achieve their objectives. The issue with this is that both situations have occurred many times in human history, so it is difficult for me to provide my honest opinion. In the end, I would probably go towards order 66, because the clones were forced to kill their allies that they had fought with and admired throughout their existence. And the reason they had killed many of them was because of the programming implanted into their brains, so thus it was difficult for them to fight the order they were given. I find it interesting that Captain Rex was able to fight the urge to follow the order, at least buying Asoka time to escape the control room (something many clones were unable to do). As my understanding has it, Rex had an exceptional admiration of his Jedi companion, so I assume that is what allowed him to fight the urge, but the fact that he couldn't disobey the urge in the end and was forced to have the chip removed shows the power the microchip had over the clones.
