It seemed as far as anyone knew that Owen or Beru was related to Luke biologically. I wonder why they made it that Owen was Anakins stepbrother in attack of the clones? Coulda made it that he was his actual brother.
It’s not exactly a retcon or a big change since all we knew was that Owen and Beru were Luke’s aunt and uncle. To be honest since that’s all we knew about them at the time it’s not even a change in the first place, it’s their origin story. On top of that for a lot of people someone’s aunt and uncle doesn’t have to be a biological relative. In legends Chewie was considered by Han and Leia’s children to be their uncle despite Chewie not actually being biologically related to them.
While Anakin and Owen were born from Shmi, Owen's father is Clive. While Anakin didn't have a father. Plus Clive came a long much later after Anakin was born.
So Owen would be the step-brother to Anakin not the biological brother to Anakin
And if that did happen Owen would have appeared in Episode I
